Tom is a partner with Gager, Emerson, Rickart, Bower & Scalzo, LLP and was admitted to practice in the State of Connecticut in 1981. Tom specializes in commercial transactions, and has extensive experience representing banks, developers and landowners in all aspects of real estate and unsecured lending, zoning, and environmental investigations and remediation.

The primary focus of Tom's practice is in all aspects of commercial and residential real estate and lending matters. These include real estate acquisitions, sales, leases, development, and secured and unsecured financing.

He has an extensive practice representing and advising lenders and borrowers in commercial, asset-based and mortgage loan transactions as well as in loan workout situations. He is involved in all aspects of real estate development, commencing with acquisitions, including contract negotiation, due diligence, financing, and the formation of corporations, limited liability companies, and partnerships. He also represents clients through the approval process, regularly appearing before all relevant planning and zoning and other land use agencies, as well as through the development process, including formation of condominiums and other common interest ownership communities. Ultimately, he assists clients with the management and/or sale of projects, preparing and negotiating contracts, leases, and every type of commercial loan documentation.

Tom also routinely represents banks, developers and landowners in all aspects of environmental law related to land use, conveyances and financing.
